Mirelle Warouw is a career counterintelligence and cyber intelligence professional with more than two decades of service across the Naval Criminal Investigative Service (NCIS) and the Office of the Director of National Intelligence (ODNI). Most recently, she served as ODNI’s National Counterintelligence Officer for Cyber. In that role she managed a cross-community portfolio of cyber and counterintelligence initiatives and led practitioners from more than a dozen U.S. Government agencies in developing shared CI-cyber guidance, including a common lexicon that resolved long-standing disputes between communities.
As an ODNI Cyber Mission Manager, she was Intelligence Integration co-lead for the FBI-DHS Joint Ransomware Task Force. She directed a community-wide review of collection against cybercriminal groups whose findings informed a White House policy decision. She briefed ODNI leadership and National Security Council staff on state-sponsored cyber, ransomware, and emerging threats, including during the Russia-Ukraine crisis.
Her NCIS career began in 2002. It included service as Division Chief for Analysis at NCIS Headquarters, protecting critical Navy programs and technologies, and as Senior Intelligence Officer at the Washington Field Office, directing analytic support to CI investigations and operations. She also served as Chief of the Europe and Africa Division, as NCIS liaison to the Deputy Director of Naval Intelligence at the Pentagon, and as NCIS liaison to the FBI’s National Joint Terrorism Task Force Maritime Security Program. As the NCIS Fellow to the International Centre for Political Violence and Terrorism Research in Singapore, she briefed Singaporean law enforcement on maritime terrorism threats.
